Millions For New Hennepin County 911 Facility In Plymouth Included In Bonding Bill

Hennepin County Sheriff’s Office Emergency Communications Facility Receives State Support

July 20, 2011 (Minneapolis) – Today, Minnesota Governor Mark Dayton signed a bonding bill that includes $4.7 million for the construction of a new Hennepin County Sheriff’s Office Emergency Communications facility.

“I appreciate the partnership of the Hennepin County board and Minnesota state legislators on this critical public safety project,” said Hennepin County Sheriff Rich Stanek, “The bonding approval demonstrates that state legislators recognize that the Hennepin County Sheriff’s Office facility has a significant role in regional and statewide emergency communications.”

The current Hennepin County Sheriff’s Office Emergency Communications Facility is one of the largest consolidated 911 dispatch centers in the Upper Midwest, providing dispatch and 911 services for 36 communities in Hennepin County. It also provides the backbone for emergency communications for all 1.2 million residents in Hennepin County, nearly one-fourth of the state’s population.

The current facility is located in Golden Valley and was built in 1948. It must be replaced to ensure uninterrupted emergency services for the nearly 600,000 calls received each year. The state bonding will fund a portion of the construction costs to build a new facility to be constructed on county-owned property in Plymouth, utilizing an existing communications tower.

The Hennepin County Sheriff’s Office Emergency Communications Facility is one of six sites in Minnesota which hosts the statewide ARMER radio system and it is an important component in the overall statewide emergency radio network. As part of this statewide system, Hennepin County Sheriff’s Office Emergency Communications Facility is the host for other dispatch centers such as Eden Prairie, Minnetonka, and the counties of Ramsey, Isanti, Renville, Redwood, and Lincoln. The Sheriff’s Office also is host for ARMER radio subsystems for other Minnesota cities located as far west as the Minnesota-Iowa border.

There has been strong support of this project from local elected officials and citizens across Hennepin County. In June, the Hennepin County Board unanimously voted to rank this project as the top priority for state bonding support and it has been long supported by the citizen-led Hennepin County Capital Budget Task Force.

In recent months, the city councils in thirty-four cities in Hennepin County publicly gave their support to the project by approving resolutions for the state bonding request. The cities include: Brooklyn Center, Brooklyn Park, Champlin, Corcoran, Crystal, Dayton, Deephaven, Excelsior, Greenfield, Greenwood, Hanover, Hassan, Independence, Long Lake, Loretto, Maple Grove, Maple Plain, Medicine Lake, Medina, Minnetonka Beach, Minnetrista, Mound, New Hope, Orono, Osseo, Plymouth, Robbinsdale, Rogers, Shorewood, Spring Park, St. Bonifacius, Tonka Bay, Wayzata, and Woodland.

Sheriff Stanek thanks the county board for the partnership in supporting this project, the thirty-four city councils for adopting resolutions of support, the legislators for supporting public safety, and employees of the Sheriff’s Office for their hard work and perseverance in gaining state funding for this critical project.

Planning for the project is underway and the cost of the project has been initially estimated at $33.75 million. Hennepin County has included funding for the project in its five year capital budget. The bonding from the state and potential federal grants will reduce the tax dollars needed from Hennepin County.

Next steps for the project will include schematic design approval by the county board followed by public hearings with the City of Plymouth on site design. The anticipated timeline for these public hearings will be this fall with construction to begin in 2012.
